After much searching I was able to find the recipe for you!
1 cup packed brown sugar,
1 cup butter, softened
1 1/2 cups quick-cooking oats
1 1/2 cups all-purpose flour
1 cup chopped nuts
2 tablespoons grated lemon peel
1/2 teaspoon baking soda
1/2 teaspoon salt
1/2 teaspoon cinnamon
1/4 teaspoon ground cloves
1/4 teaspoon ground allspice
Heat oven to 375°F. Mix brown sugar, butter and egg thoroughly. Stir in oats, flour, nuts, lemon peel, baking soda, salt, cinnamon, cloves and allspice. Shape dough by tablespoonfuls into 1 1/2-inch balls. Place 1 inch apart on ungreased baking sheet; press down with fork. Bake until almost no indentation remains when touched, 8 to 10 minutes. Cool slightly; remove from baking sheet. Spread Lemon Glaze over cookies. Cool completely.
Mix 1 cup powdered sugar, 2 tablespoon lemon juice and 2 teasponns butter until smooth.
Makes about 2 1/2 dozen cookies.
